Author-it was preventing some users from creating new template-based Books inside folders for which they don’t have Create topic and Create hyperlink permissions. If all objects within a Book template are set to Force Reuse (or if the Book template has no objects in it), you can now create a new book inside of a folder where you have limited permissions.
