Allows you to choose the margins for the HTML Help Popup. These are the distance from the edge of the popup window to the edge of the text.
The WebHHPopupMarginsTB element corresponds to the "Top and bottom" field, on the Popup sub-tab, on the HTML tab of the Hyperlink object.
