Sets the variable definitions for the specified variables and the specified locale.
If a specified variable does not exist in the library, the method creates it. If the specified variable exists in the library, the method updates the definition for the variable.
Warning: The method deletes all existing variables defined for the specified locale, then sets the specified variables for the locale.
Warning: The user context in which this method runs must have permissions to manage variables in the library.
